Position/Program Information Positions allocable to this class report to a higher level manager and provide administrative and technical direction to a professional staff responsible for monitoring compliance with established procedures, policies and controls, reporting the results to management, reviewing systems and procedures, and making recommendations to improve their effectiveness. 
Essential Job Functions Plans, organizes, directs, and evaluates the conduct of internal audits of departmental systems and activities to monitor compliance with applicable laws, policies and other standards. 

Assists departmental management in planning, developing, and installing protective controls in departmental systems and activities to ensure the safeguarding of assets. 

Supervises the study and evaluation of the department's controls and operations to determine their efficiency and protective value. 

Supervises the preparation of reports for departmental management on audit findings and the development of recommendations for required improvements. 

Coordinates arrangements to facilitate the conduct of audits by outside firms as well as Federal and State agencies, and directs the preparation of responses to audit reports. 

Supervises the analysis of audit data for evidence of deficiencies in controls, duplication of effort, or lack of compliance with established policies and procedures. 

Responds to requests and inquiries from departmental management for special investigations and audits. 

Supervises the monitoring and testing of data and other information gathered for compliance with departmental procedures. 

Advises departmental management on current and proposed compliance legislation and regulations to determine impact on departmental policies, forms, procedures and systems. 

Advises departmental management regarding departmental actions necessary to achieve compliance with new or revised legislation, regulations, or external audit findings and recommendations. 

Supervises subordinate auditor positions and provides guidance and development to subordinate staff members. 
Requirements SELECTION REQUIREMENTS: 

OPTION I: Graduation from an accredited* college or university with a Bachelor's degree** or higher with twenty-one (21) semester or thirty-two (32) quarter units of accounting including a course in auditing AND one year of paid auditing experience at the level of Los Angeles County's class of Principal Accountant-Auditor*** or higher. 

OPTION II: Graduation from an accredited* college or university with a Bachelor's degree** or higher with twenty-one (21) semester or thirty-two (32) quarter units of accounting including a course in auditing AND two years of paid experience supervising the conduct of internal audits for a public or private financial organization. 
Physical Class Physical Class II - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved. 
License(s) Required A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. 
Special Requirement Information **In order to receive credit for any college course work, or any type of college degree, such as a Bachelor's degree or higher, you must include a legible copy of the official degree, official transcripts, or official letter from the accredited* institution which shows the area of specialization with your online application at the time of filing, or during the examination process, but prior to promulgation. ***In County Service, experience at the level of Principle Accountant-Auditor or higher is defined as experience managing the work of an assigned group of audit teams engaged in conducting audits and special studies and investigation of a County department. 
Accreditation Information *Accredited institutions are those listed in the publications of regional, national or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. (AICE). 
Examination Content This examination will consist of an oral interview covering training, experience, and general abilities to perform the duties of this position weighted 100%. As part of the interview, candidates will also be required to complete a performance exercise to evaluate communication skills. 

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

APPOINTEES MUST BE WILLING TO WORK ANY SHIFT, INCLUDING EVENINGS, NIGHTS, WEEKENDS, AND HOLIDAYS. 

SUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING A FINGERPRINT SEARCH. Examples of disqualifying factors include: Any felony convictions; job related misdemeanor convictions; certain serious traffic convictions or patterns of traffic violations (3 moving violations in one year; failure to appear; at fault accidents; suspended license; driving under the influence); poor credit history; poor employment history; substance abuse; anyone on probation. 
Vacancy Information The resulting eligible list for this examination will be used to fill vacancies within the Los Angeles County Sheriff's Department, Executive Division, Internal Monitoring, Performance Audits and Accountability Command (IMPAAC) Unit. 
Eligibility Information The names of candidates receiving a passing grade in the examination will be placed on the eligible list in the order of their score group for a period of twelve (12) months following the date of promulgation.
